Permit Requirements
Any new construction will require an on-site Setback Inspection reviewing how the manufactured home will be constructed and how it will be located on the building site. Upon approval, appropriate building and sub-trade permits may be issued at which time work may begin. Structures shall be inspected by City of Union City inspectors throughout the construction process. No structure shall be occupied without a Certificate of Occupancy, which is issued after passing final inspection by the City of Union City.
Special Local Requirements
The Planning Commission of the City of Union City has adopted several requirements for the placement of manufactured homes. Below are some items that may be unique to Union City.
The manufactured home must be oriented on the lot so that it faces the street which it abuts.

The manufactured home must be installed on a continuous, permanent, masonry wall. No other skirting materials allowed. This requirement also includes the front porch.

Zoning Ordinance/Construction Guidelines for Manufactured Homes
11-1411. Manufactured, Residential Dwellings: In accordance with TCA (Tennessee Code Annotated), Section 13-24-201, this Zoning Ordinance shall not be used to exclude the placement of a residential dwelling on land designated for residential use solely because the dwelling is partially or completely constructed in a manufacturing facility. A structure, transportable in one or more sections, which may be built on a permanent chassis and designed to be used as a single-family dwelling with a permanent foundation when connected to the required utilities, and includes the plumbing, heating, air conditioning and electrical systems contained therein. For the purpose of these regulations, the term “manufactured residential dwellings” does not include “mobile home.” As herein defined and as further defined in TCA (Tennessee Code Annotated) Section 13-24-201. This term does not “apply to factory manufactured mobile homes constructed as a single self-contained unit and mounted on a single chassis…” The following standards shall apply to Manufactured Residential Dwellings:
The unit must be installed on a continuous, permanent, masonry wall with the appearance of a conventional load-bearing foundation wall with appropriate venting and access in order to have a site-built appearance as allowed by TCA (Tennessee Code Annotated) Section 13-24-202. This masonry wall shall be installed within ninety (90) days of the placement of the dwelling. Manufactured Residential Dwellings in Flood Hazard areas must comply with the requirements in Chapter 18 of this Ordinance.
The home must be covered with an exterior material customarily used on conventional dwellings. Suitable exterior materials include but shall not be limited to clapboard, simulated clapboards, such as conventional or metal material, but excluding smooth ribbed or corrugated metal or plastic panels.
The hitches or towing apparatus, axles, and wheels must be removed.
The roof must be pitched so that is at least a 3-inch vertical rise for each 12 inches of horizontal run. The roof must consist of material that is customarily used for conventional dwellings including but not limited to approve wooden shakes, asp halt composition shingles or standing seam metal roofing material, but excluding corrugated aluminum, or corrugated fiberglass.
The unit must be oriented on the lot so that it meets all setback and other requirements for the district in which it is located.
All such units shall be required to connect to a public utility system which includes, electricity, water and sewer in compliance with the Southern Standard Building Code, other national, state, and local codes.
All porches and risers must meet codes requiring landings and handrails in accordance with Standard Building Codes. (See Below)
The unit must be originally constructed for the proposed site. Previously lived in units may not be relocated to residentially zoned properties in Union City.
Requirements for Porches, Stairs & Landings
11-1413. Front Porch or Front Deck Additions
For any residential dwelling or dwelling unit (to include single family dwellings, two-family dwellings, multi-family dwellings, townhouses, tiny houses, mobile homes, and manufactured homes) any exterior, attached additions to the front of the dwelling, such as front porches or front decks (but not including handicapped ramps), must be installed on a continuous, permanent, masonry wall with the appearance of a conventional load-bearing foundation wall in order to have a site-built appearance. For the purposes of this provision, the front of the dwelling shall be the portion of the dwelling facing the property’s street frontage. On corner lots front additions shall be considered additions to either portion of the dwelling facing street frontage.
- A landing measuring a minimum of 36” deep x (width of door) must be provided at all egress points. (48” x 48” is preferable but not mandatory)
- Graspable handrail is required if stairs have 4 or more risers.
- Handrail height – 34”min / 38”max
- Guardrails are required when surface of landing is more than 30” above grade.
- All openings in guardrails and handrails over 30” must not allow a 4” sphere to pass through.
Tennessee Code Annotated (TCA) Reference
13-24-201. Exclusion of manufactured residential dwellings prohibited Exceptions.
(a) Notwithstanding any provision of the law to the contrary, no power or authority granted by this code to regulate zoning or land use planning shall be used to exclude the placement of a residential dwelling on land designated for residential use solely because the dwelling is partially or completely constructed in a manufacturing facility.
(b) Residential dwelling, as used in this part, does not apply to factory-manufactured mobile homes constructed as a single self-contained unit and mounted on a single chassis, and as further defined in § 68-126-202(4), (6) and (7) [deleted], nor shall this chapter have any effect whatsoever upon any zoning or other regulations whether state or local concerning such factory-manufactured mobile homes as herein defined. 13-24-202. General appearance of manufactured residential dwellings.
